Sacramento County deputies arrest 13-year-old boy for sexually assaulting woman, girl on street

SACRAMENTO COUNTY, CA - A teenage boy was arrested for sexually assaulting a woman and girl within hours on a Foothill Farms street Monday, the Sacramento County Sheriff's Department said.

Sgt. Jason Ramos said around 8:30 a.m. a 19-year-old woman walking near Brett and Vogelsang drives was knocked to the ground by the 13-year-old boy. The boy then climbed on top of her and grabbed her private parts, Ramos said. A witness saw the assault and chased the boy away.

Around 3:30 p.m. the same day, a 10-year-old girl walking a few blocks away, near Stonehurst Way and Walerga Road, from the first assault was pushed to the ground by the teen. He, again, got on top of the girl and grabbed at her private parts, Ramos said. A person driving in the area saw the assault and took the teen off the girl.

Ramos said the teen was later found by officers and identified by the victims. The 13-year-old boy was booked into Sacramento County Juvenile Hall for felony charges to commit rape.

Resident Jim Bailey said, "The kid definitely has problems."

"It just blows me away, somebody so young would do such a thing," resident Erin Peterson said.

Dr. Andrew Mendonsa, a psychologist said the 13-year-old suspect could easily become a repeat offender.

"Essentially, kids who begin anti-social behavior before the age of 13, it's called childhood onset," Mendonsa said. "The prognosis is quite poor for them. So basically, what we see of kids in that particular category is that they continue to engage in criminal activity throughout their life."
